Assistant Vice President for Strategy Management

With five direct reports and a team of 16 employees, the AVP shares in the operational management of an annual operating budget of $130 Million.

In this role, the AVP will:

• Serve as a trusted advisor to the VP, providing strategic guidance and support for decision-making.

• Manage and oversee the lifespan of internal projects, including ongoing monitoring and oversight of service delivery and compliance with documentation standards.

• Take a leadership role in creating a respectful and inclusive work environment and fostering cultural diversity.

• Assist with the development and implementation of long-term strategic plans for the Facilities organization.

• Support the recruitment, coaching, development, and retention of high-performing team members.

• Support the VP in his role as secretary to the Board of Trustees Committee on Grounds and Buildings and in his work with the Facilities Planning Group; chaired by the Provost, this committee reviews capital projects and advances approved projects for consideration by the Board.

• Oversees five reporting areas which include: Organizational Effectiveness and Communications, Office of Sustainability, Real Estate Office, Project Communications Manager, and Director of Accessibility.

Successful candidates will need to have at least ten years of relevant experience in progressively responsible positions in a large, complex academic, healthcare, or institutional organization with diverse stakeholders. Associate Director of Facilities

POSITION SUMMARY

Responsible for strategic leadership, technical direction, and supervision of the Utilities Division personnel for the operation, maintenance, and repair of utility systems which include HVAC, electrical, steam, and hot water generation, water treatment and associated systems, energy management system, emergency generators, elevators, and fire life safety systems. REQUIRED QUALIFICATIONS

  • Experience:  10+ years of assistant/associate director facilities management experience with technical staff, engineers, and other consultants. Management of; mechanical systems, including chiller plant, thermal ice storage, chilled water distribution system, building HVAC, and related controls; Boilers and steam/hot water distribution systems; exterior and interior plumbing systems and equipment; 5kV medium-voltage distribution and building electrical systems. Previous experience in school, college, or university environment. Previous experience working in a union environment.
  • Education:  College degree in Architecture, Construction Management, Engineering, Business Management, or other technical field required (or a combination of 10+ years of relevant experience and education).
  • Knowledge/Skills/Ability:  Ability to provide strategic analysis on engineering studies and construction documents, including plans and written specifications. Excellent communication skills. Knowledge of hand and power tools and specialized mechanical and electrical analytical testing equipment. Customer service skills. 
  • Experience planning and scheduling with a CMMS.
  • Must be available for both remote and in-person after-hours response 24/7 and be on campus within 45 minutes.
  • Experience with Microsoft Word, Excel, Project, or similar software.
  • Able to lift 50 lbs; climb stairs and ladders; enter and work in tight or high spaces; stand, sit or bend for extended periods; work in weather.
  • Valid California Driver’s License, ability to maintain Authorized Driver status at the college.

  • APPA CEFP certification
  • Association of Energy Engineers (AEE) CEM Certification
  • State contractor license in general contracting, HVAC, or plumbing

EXPECTED HIRING RANGE:  $119,200 to $121,500

If you are offered this position at Occidental College, your final base salary compensation will be determined based on factors such as skills, education, experience, and/or geographic location. In addition to those factors, Occidental complies with applicable pay equity laws and considers internal equity among current employees when developing the final offer. Qualifications

A minimum of 15 years of experience in a capital planning, master planning, capital project, real estate management role, preferably in a higher education setting, is essential. A degree or professional certification is desirable, but not required.

 

Compensation

The anticipated hiring salary range is $225-$250K.

The University of Georgia (UGA) invites applications for the position of Senior Director for Facility Operations and Infrastructure in the Facilities Management Division (FMD).  Under the direction of the Associate Vice President for FMD, and working collaboratively with the campus community, the Sr. Director of Facilities Operations and Infrastructure is responsible for the Maintenance & Operations, Energy Management, Maintenance Project Management, and Engineering Departments. The greater span of accountability also includes FMD-wide contract management, project estimation, facilities inventory the 24×7 operation of the steam plant & chilled water plants, oversight of the campus high voltage electrical distribution systems, and the management of the annual MRR Program.

The Senior Director provides managerial direction and control of departmental activities; plans, directs and reviews the activities and operations of the departments. The Senior Director oversees the interaction of the departments with units internal and external to FMD. This position evaluates the performance of the Operations & Maintenance, Energy Management, Construction Project Management and Engineering Directors and confers in the prioritization of tasks and activities involved in the day-to-day operations of each department.

The incumbent will work with their peers to help identify and resolve issues and problems within FMD. The Senior Director’s work involves excellent judgment, attention to detail, professional demeanor and effective communications strategies. The Senior Director will interpret building codes and provide technical engineering oversight for complex building and infrastructure projects and systems.

Facilities Management Division and UGA

The UGA Facilities Management Division is the largest of the divisions reporting to the Vice President for Finance and Administration. With an annual operating budget of just over $65 million, this division provides the services necessary to operate and maintain the buildings, grounds and utilities for the Athens area campuses.

UGA is ranked among the top 15 public universities in U.S. News & World Report. The University’s main campus is located in Athens, approximately 65 miles northeast of Atlanta, with extended campuses in Atlanta, Griffin, Gwinnett, and Tifton.

Responsibilities

The University of Georgia Athens campuses consist of approximately 18 million gross square feet of space with 400 buildings that include administrative, library, classroom, research, housing and University support space. 

In addition to core operations, this position will provide overall managerial direction for Engineering, Project Management, Operations & Maintenance and Energy Management. The Senior Director for Facility Operations and Infrastructure will set the strategic direction for the group, as well as ensure the group’s operational components are performing effectively and efficiently. The Senior Director will work with directors to identify and implement best practices, develop metrics to evaluate and manage performance of departmental staff.

The Senior Director will serve as a member of the senior leadership at Facilities Management Division. This includes collaborating with peers to develop organizational strategies for FMD as well as identification and resolution of organizational concerns within the unit.

The Senior Director will evaluate the performance of the Engineering, Project Management, Operations & Maintenance and Energy Management Directors and confers in the prioritization of tasks and activities in the day-to-day operations of each department.

Minimum Qualifications

  • Requires at least a baccalaureate degree in the field.

Preferred Qualifications

  • Baccalaureate degree or Master’s degree in Engineering with professional registration in the state of Georgia, or obtain PE within 6 months of hire
  • For Bachelor’s degree: Minimum requirement of 20 years with at least 15 years’ experience leading or managing facility operations functions, managing the design and construction of facility projects.  At least 10 years’ experience managing people at a managerial/director level

Position Summary

The Facilities Department is responsible for all aspects of Planning, Design, Construction, Operations, and Maintenance of the built environment within the Saint Paul Public School (SPPS) district.  The Assistant Facilities Director will provide administrative leadership and management of the Facilities Department Capital Improvements Program.  Areas overseen will include: long range facility planning, capital project delivery, program controls, and the District’s environmental health and safety program. 

Serving in this new role, the Assistant Facilities Director will provide direct leadership to an integrated department in support of the SPPS mission.  The position will lead a team of 5 that supervises approximately 28 professional staff.  With more than 70 buildings across 500 acres, the Capital Improvement Program spends $90M - $165M each year.  

Minimum Qualifications

  • Bachelor’s degree in architecture, engineering, construction management, urban planning, or related degree, and
  • Five years of experience at a managerial or supervisory level in a design or construction program with multiple simultaneous projects.

Preferred Qualifications

  • Registration as a professional Architect of Engineer in the State of Minnesota.
  • LEED Accredited Professional
  • Experience managing a large construction program in the public sector

Benefits & Compensation

Responsibilities

The essential functions include, but are not limited to, the following fundamental duties:

Perform a full range of managerial, administrative and supervisory functions commensurate with the level of this position; supervise the Facility Planning, Capital Project Delivery, Program Controls, and Environmental Services teams.

Provide a full range of managerial, administrative and supervisory functions to the entire Facilities Department upon the request of and in coordination with the Facilities Director (or unit head).

Lead the development of strategic plans relating to building construction, environmental safety, long range funding, and operation and maintenance.

Manage the budgets for various funds, including certificates of participation, capital bonds, Long Term Facilities Maintenance revenue (both bonds and levy), and operating capital; work closely with the Chief Financial Officer to develop and implement funding strategies; and supervise cash flow projections for building construction funds.

Develop district design and construction standards, policies, and procedures; ensure consistency in their use across functional areas. Develop appropriate program controls for the scale of construction program.

Supervise the construction administration process, including ensuring that construction contracts comply with prevailing wage and other labor issues; monitor and review change orders and construction contracts.

Manages all budgets, schedules, scope development, design and construction contracts, documents, procedures and controls for assigned projects

Resolves complex construction-related issues, disputes, and disagreements.

Establish key performance indicators for the capital improvement program.

Coordinate planned and emergency environmental abatement and construction projects related to environmental health and safety; plans and directs the implementation of environmental health and safety inspections and other related projects in district facilities; ensure OSHA compliance and direct the submission of OSHA reports as necessary.

Contribute to the District’s Strong Schools, Strong Communities efforts by partnering with other staff to contribute to student achievement and the alignment and sustainability of resources.

Perform other related duties as assigned.

Knowledge, Skills and Abilities

Considerable knowledge of all phases of architectural design, from master planning and pre-design to construction administration and project close-out.

Considerable knowledge of applicable building codes and standards (including, but not limited to, the Life Safety Code, Minnesota State Building Code, Americans with Disabilities Act and ICC A117.1, Health Codes, and ASHRAE standards.)

Considerable ability to develop strategic plans and recommendations and to implement building projects and environmental and safety programs.

Considerable knowledge of construction practices, contract management, project delivery methods, public procurement, and procedures.

Considerable knowledge of the use of computer and data systems as they related to construction program management

Working knowledge in compliance and reporting requirements of regulatory agencies.

Exceptional leadership, interpersonal, and conflict management skills.

Essential Duties: Develop planning recommendations for campus development and campus-level landscape architecture based on institutional priorities, coordinating with Director of Planning Design and Construction; Grounds, Sustainability, Facilities Engineering, and Facilities Maintenance and Operations. Ensure that institutional planning objectives and strategies are incorporated into projects. Review work of external planning consultants to ensure projects reflect the planning intent, university design and construction, and standards, schedule, and budget as established by Director of Planning, Design, and Construction. Review, update and maintain university design and construction guidelines related to land planning. Prepare reports and presentations that identify issues and present options to inform university decision-making. Provide information and recommendations on physical and comprehensive planning and design issues, large-scale planning and sector studies, and special facilities planning topics. Manage requests for development of campus outdoor spaces, soliciting input for the development of projects and ensuring plans and compliance with University objectives. Maintain working relationships with local city, county, and state government officials, University City Partners, and private developers on issues that affect campus development.

Organizational Unit Overview

Facilities Engineering & Architectural Services (FEAS) is a department within the Campus Operations Division of Administration and Finance. FEAS is responsible for development of the real property of the University to support the mission of teaching, research, public service, and patient care. All the traditional services of urban planners, architects, engineers, and other environmental design disciplines are procured and managed by this department.

Key departmental responsibilities include the design and construction of new buildings, renovations of existing facilities, management and implementation of the University’s master plan, utility infrastructure masterplan, and management of the University’s repair and renovation program.

Job Duties              

The primary purpose of this position is three-fold and includes the following:

(1)    Serves as a senior member of the FEAS Leadership Team;

(2)    Serves as an Assistant Director supervising subordinate engineers and architects and acting as technical or subject matter experts for the Department;

(3)    Serves as a project manager independently managing Capital Projects of any size on behalf of the University.

Minimum Education/Experience       

Engineer Supervisor: Bachelor’s degree in the engineering discipline related to the area of assignment and two years of related engineering experience; or equivalent combination of training and experience. Architect Supervisor: Bachelor’s degree related to the area of assignment and two years of related experience; or equivalent combination of training and experience. Licensed to practice architecture or landscape architecture by the North Carolina Board of Architecture or the North Carolina Board of Landscape Architects. All degrees must be received from appropriately accredited institutions.

Preferred Experience, Skills, Training/Education           

Bachelor’s degree in engineering or architectural discipline and 8 years progressive experience in architecture or engineering. Prefer experience supervising subordinate engineers and/or architects and acting as technical or subject matter experts. Architects and landscape architects are required to be licensed to practice architecture or landscape architecture by the NC Board of Architecture or the NC Board of Landscape Architecture, respectively. Engineers for this position are preferred to be licensed as a Registered Professional Engineer by the NC Board of Registration for Engineers and Land Surveyors. Equivalent combination of education and experience will be considered.

What Will I Do At ESU? (AKA Essential Duties)

  • Ensure complete records are maintained of progress of work and all special conditions affecting work. Prepare and maintain records as required.
  • Manage construction change orders and contractor claims, including investigation of facts, preparation of correspondence, negotiation of changes, and other coordination as required.
  • Take every precaution to avoid University liability for breach of contract.
  • Ensure Professional design firms provide "life cycle" analysis for projects. Ensure Professionals and contractors provide "as-built" drawings that are converted to record drawings that are complete and accurate.
  • Participate in the development and implementation of capital budget submissions and an annual plan for projects to be completed by University staff or outside contractors.
  • Update, monitor and maintain the University Facilities Inventory on an annual basis and ensure that the inventory accurately reflects actual use of facilities. 
  • Assist the Assistant Director of Facilities Management for Planning and Engineering with the management and maintenance of facility blueprints and sketches, technical information and project records. 
  • Other related duties as required.

Qualifications

Minimum qualifications

  • Professional degree in architecture, engineering, or a related field or commensurate experience in lieu of a professional degree.
  • Demonstration of progressively responsible experience with multi-discipline, multi-million-dollar construction projects including experience managing project support staff.
  • Demonstrated ability in establishing and maintaining productive relationships with a full range of campus and external constituents (including local agencies) that reflect a strong customer service commitment.
  • Demonstrated ability to identify and implement imaginative solutions to complex problems.

Overview

The Senior Director of Capital Project Management and Chief of Construction, reporting to the AVP for Facilities Planning and Management, will work in close collaboration with university leadership, faculty, and staff as a steward of the institution, advancing the quality and functionality of the physical environment and resources that comprise the Catholic University campus.

The position provides oversight for:

· Capital Project planning and management involving all university schools and business units;

· Capital Project coordination and implementation, working closely with external consultants and contractors, in development and management of project cost estimates, schedules and coordination through all phases of work.

· Coordination of deferred maintenance requirements within capital project renovation scopes, when appropriate.

· Guidance to staff and outside consultants in development of design submissions and construction documents on capital and deferred maintenance projects to ensure approvals and quality outcomes.

 

Responsibilities

• Provide leadership and oversight to the University's design and construction program to ensure projects are completed consistent with institutional, stakeholder and client needs. Develop and maintain systems, processes and procedures that lead to consistent and desirable project results. Plan and organize strategic initiatives and long-range programs leading to effective stewardship of buildings and facilities.

• Consult with and advise the Associate Vice President for Facilities Planning and Management in strategic planning and logistical matters related to capital projects. Lead organizational efforts to improve workplace safety.

• Supervise Capital Management staff. Select, train, and evaluate performance of assigned managers, supervisors and support staff and recommend salary increases, promotions and/or discipline or dismissals. Provide leadership in directing change and improvement in work methods, practices, and performance standards. Formulate internal administrative and operational policies, procedures, and oversee implementation; develop departmental long term, and short-term goals. Ensure all operations within the department are conducted in accordance with appropriate safety regulations and University ethics policy guidelines.

• Build effective relationships and practices with design and construction business partners to accomplish institutional project goals. Develop creative and innovative methods for improved project delivery ensuring optimal value for capital investments. Implement policies and practices to ensure cooperation between design and contractor teams, and coordination of work. Establish high standards of professionalism and accountability for designers, contractors and vendors engaged in projects to ensure cooperation and quality outcomes.

• Develop and maintain strategic initiatives for improving stewardship of campus facilities through close coordination with staff of Planning and Design Management, Facilities Maintenance and Operations, Office of Campus Sustainability, and Environmental Health and Safety / Risk Management. Work closely with directors and other staff to develop resources (i.e. campus design and construction standards, project plan review process, commissioning, etc.) that will help guide decision-making relative to capital expenditures. Provide leadership, analysis and strategic direction in identifying and implementing new and revised processes and procedures to achieve an integrated project delivery system focused on customer service and facilities stewardship.

• Provide advice and guidance on matters related to architectural and engineering design, construction delivery, contract administration, and project budgeting. Support and provide advice and guidance on avoiding or resolving contractual claims and disputes. Ensure design and construction activities are conducted in a manner that avoids or minimizes disruptions to normal campus operations.

• Oversee and manage all construction budgets and activities; confirm availability of funds, maintain expenditures within approved budgets, certify satisfactory and timely completion of work performed under contract; determine that expenditures are within the approved design parameters and scope of each project. Maintain appropriate records, submit reports as required. Establish and maintain a uniform format/system for monthly reporting on Project Controls, including schedule, budget status, and actual and projected expenditures. Advise Associate Vice President for Facilities Planning and Management and/or other levels of University administration on the status of all design and construction projects as required.

 

Qualifications

Bachelor’s Degree required with at least fifteen (15) years of experience in the design/construction or facilities management industry, including at least seven (7) years of construction management experience within higher education or other complex institutional or campus environments, coupled with significant budgetary responsibility; at least five (5) years of experience leading and supervising staff. Experience in design, construction and facilities support; Extensive knowledge of construction means and methods, project delivery methods, contract procurement, contract administration, project scheduling, budget oversight, and ability to successfully manage multiple deadlines successfully; Experience overseeing construction within occupied buildings. General knowledge of deferred maintenance topics, code compliance, and historic and traditional building materials.
