Position Summary:

The Facilities Management (FM) division is responsible for all aspects of Real Estate, Planning, Design, Construction, Operations, and Maintenance of the built  environment at TCNJ as well as development and leadership of the TCNJ Strategic Sustainability Plan.

The Associate Vice President of Facilities Management (AVPFM) plays a leadership role in supporting teaching, research, and student-life activities through the implementation of a comprehensive, strategic, and financially sustainable approach to developing, enhancing, and sustaining the physical plant in collaboration with academic and administrative leaders across the College. The AVPFM is responsible for developing and staffing an integrated, efficient, mission-focused facilities organization that demonstrates a commitment to client service in all it does.  Serving as an institutional leader in developing TCNJ’s physical environment, the AVPFM will collaborate with senior academic and administrative leadership and will engage with students, faculty, and staff to support TCNJ’s mission and will cultivate and sustain cooperative working relationships with community and state stakeholders as well as with relevant national groups.

The AVPFM provides direct leadership and oversight of the the Senior Director of Facilities Operations, Senior Director of Sustainability and Plant Operations, Senior Director of Planning and Project Delivery; implementing strategic and tactical leadership to ensure a safe, reliable and efficient built environment that meets the needs of TCNJ students, faculty and staff programs.

Required Qualifications:  

  • An undergraduate degree in architecture, engineering, business, public administration, planning, or a related field.
  • A Master’s degree and/or professional certification such as Professional Engineer, Licensed Architect, or LEED/LEED-AP certification.
  • Experience in facilities services in higher education.  Experience establishing a vision for facilities-management services that advances mission, maximizes efficiency and return on investment, and demonstrates effective stewardship of assets.
  • A track record of success completing large capital projects.  Substantial experience in change management, preferably within a unionized institutional setting.
  • A minimum of 10 years of experience in management and administration in a large academic, government, healthcare or corporate organization.
  • Knowledge of State of New Jersey and procurement codes or relevant experience with public-sector procurement rules and processes.
  • Demonstrated success advising executives and trustees on strategic investments in physical-plant assets and in the support staff and resources necessary to optimize them in a complex environment.  Significant experience supervising facilities planning, design, and/or construction management; Familiarity with and experience overseeing energy conservation and environmentally friendly construction and renovation initiatives.

Director of Facilities Management and Capital Projects
Mississippi Valley State University

Job Purpose and General Statement of Duties:

Facilities Management - Oversees the supervising staff of Maintenance of Grounds, Maintenance of Buildings, Custodial Services, Transportation, Physical Plant Services and Physical Plant Operations. Supervises the Office Staff in Facilities Management Administration and management the utilities of the campus.

The Director is responsible for the planning, coordination, evaluation and direction of the facilities management and operations activities of the university.  These responsibilities include the physical condition of the buildings, grounds and equipment and the participation in the planning, design, review, and integration of campus construction projects. Activities include but not be limited to maintenance of all HVAC systems, lighting, plumbing, electrical, telephone data and service repairs to all University buildings, equipment, and property.

Capital Projects - Responsible for managing major capital projects, relating to the renovation, upgrading and expansion of university building and grounds. The Director is responsible to plan, coordinate, design, oversee project construction as well as preparing and managing the budgets for these projects. The Director works closely with university leadership, committees, and stakeholders in assessing, qualifying, and analyzing campus and facility needs and providing strategic and long-term campus and facility planning services.  The Director oversees all campus capital projects, including those that may be outsourced for implementation. The Director is involved in long range facilities strategic planning, including the development and modification of the College's Facilities Master Plan and other strategic initiatives.

Accountability:

The Director of Facilities and Capital Projects is a dual reporting structure, to the Vice President for Business and Finance (CFO) and President’s Office.

Essential Job Functions*:

The Director of Facilities and Capital Projects will ensure that all construction projects are completed in compliance with the policies set out by the Bureau of Buildings and IHL.  Throughout the project, the Director will work with the architect, interior designer, consultants, development team and contractor, to ensure that the delivery of all products and services are kept in line with the progress schedule.  Helps to ensure prompt problem solving on issues relating to all aspects of the project; will attend regular construction meetings and visit sites on a regular basis; plays a hands-on role in securing development, building and occupancy permits; and will work with the Vice President/CFO and contractors, to maintain appropriate financial and administrative systems and procedures related to the project budget.

Responsibilities include management/procurement and capital budgeting of campus operating activities affiliated with building maintenance, custodial/environmental services, landscape construction, ground maintenance, transportation/fleet management, emergency response coordination, workplace safety, management, campus planning, and real property management.

Non-Essential Functions*/Secondary Duties & Responsibilities

Professional duties include facilitating the university as a liaison with the State Bureau of Building, Grounds and Real Property Management, the Mississippi Institutions of Higher Learning, design professionals, facility consultants, general contractors, and University Administrative Staff.  Additional duties include coordination of Land Use Planning, establishment/implementation of university design guidelines, vehicular/pedestrian guidelines and parking, infrastructure development/capital improvements, capital budgeting, campus master planning, project design, construction management and close-out.

Supervisory Responsibilities:

Director of Facilities Management, Safety and Capital Projects supervises all staff within the facilities, maintenance, and housekeeping departments.

Job Description:

  • Direct supervision of a large staff across core functions including heating plant, electrical, grounds, mail services, and safety/environmental compliance.
  • Work with campus leadership on programming/planning new buildings as well as renovating and remodeling existing facilities, including parking facilities.
  • Provide leadership to assure that the University’s buildings and grounds support the instructional mission and are safe, clean, functional, and attractive. 

Stewardship

  • Provide leadership and supervise operation of the heating plant and campus energy-management program(s).
  • Ensure regular inspection of all facilities, including three university sites other than the main campus, and develop appropriate responses to demonstrated needs.
  • Ensure compliance with federal, state, and city occupational health, safety, and environmental regulations and reporting requirements.
  • Understand and comply with all ADA requirements.
  • Stewards routine, preventive, and emergency maintenance, addressing deferred
  • maintenance backlogs, the sustainability of operations, and annual requests to the state of Illinois. Building types include a mix of a residence hall, parking garages, classroom buildings, performance space, athletics, food service, administrative buildings, child-care facility, classroom buildings, research facilities, and one library.
  • Investigate external funding and internal operational improvements to maximize the Facilities Management budget allocation.
  • Assist in union negotiations. 
  • Establish and maintain accurate historical records to aid in the implementation of ongoing programs and long-range planning initiatives. 
  • Provide leadership with campus recycling program and other current or future sustainability efforts.
  • Assist with policies and procedures as needed by the VP.

Communication

Salisbury University is seeking qualified applicants for the position of Manager Building Trades – Auxiliary Services in the Department of Physical Plant.

Primary Job Duties: Provide supervision, leadership and training, project management, and technical expertise in the area of the Carpentry, Painting, and Mechanical trades performed on campus to ensure a safe and healthy learning, living and working environment. Provides management and oversight for carpentry, painting, and mechanical services for the auxiliary facilities contributing to the over 2.5 million gross square feet (GSF) of residence halls, academic buildings, athletic and recreation complexes, dining services, library services, research and other University facilities. 

This position is Essential which means is expected to report to work in emergency situations such as extreme weather conditions when the campus may be closed.

Minimum Qualifications: Bachelor’s degree in construction/facilities management, business, management or a related field. At least 5 years’ experience performing carpentry, painting, or maintenance duties, three (3) years of which were in a lead or supervisory capacity. Journey level or equivalent experience as a carpenter, painter, or a building trade is required.  A valid driver’s license with 5 points or less. Knowledge of OSHA regulations and safe working practices. Ability to read/interpret/review construction drawings, submittals, specifications, and schematics.

Must be detail-oriented and have excellent interpersonal, customer service, organization and planning, prioritization, problem-solving, follow through, time management, and oral and written communication skills.  Also, must be flexible and possess the ability to successfully handle multiple tasks/projects simultaneously and work well under pressure, work independently and in a team-oriented environment.  Proficiency with Microsoft Office Suite is required.   

Preferred Qualifications:  Certification as a CEFP. Completion of APPA Leadership Academy or Institute is preferred.

Essential Functions

  • Conducts planning studies to determine the near- and long-term feasibility of proposed projects on the Main Campus and all university properties related to master planning, space planning, capital project planning, land use, space utilization, infrastructure development, transportation/circulation, landscape design, natural resource preservation, historic preservation, and other areas, as required.
  • Verifies that proposed development and improvement projects comply with university standards as established in the Campus Master Plan, Landscape Master Plan, Image & Character of Auburn University, Space Standards, and all other appropriate university guidelines, policies and standards, and advises on such; develops and disseminates new and updated land and space planning guidelines, policies and standards, as appropriate.
  • Assists the Director of Campus Planning and Space Management and other responsible Facilities Management executives in the development and update of short-, mid- and long-range campus and space planning efforts.
  • Manages the use of outside consultants in major planning efforts by preparing requests for proposals, overseeing the consultant selection process, organizing stakeholder meetings, administering contracts, and reporting on progress.
  • Develops and maintains agreements pertaining to the use of university land or interior spaces by the campus community.
  • Collects, analyzes and reports on data used for the analysis of physical planning efforts involving land use, space utilization, campus landscape, student housing, campus transportation, sustainability and other areas; develops and updates metrics regularly.
  • Utilizes GIS for collecting, analyzing and disseminating planning data, especially through mapping efforts across multiple medium.
  • Represents Campus Planning and Space Management in outreach efforts to both the on- and off campus community by serving on university committees and by representing Auburn University in relations with the local government, press, and residents.
  • Advances university planning efforts by analyzing existing planning processes, and by recommending and implementing, and socializing improvements.
  • Occasionally provides capital project design work if planner is formally trained in a design related discipline.

Minimum Qualifications

Degree in Architecture, Urban Planning, Building Construction, Interior Design, Engineering, or a related field.

Level II: Bachelor’s degree plus 2 years of experience in designing, planning, analyzing, and managing complex projects.

Level III: Bachelor’s degree plus 4 years of experience in designing, planning, analyzing, and managing complex projects.

Capital Improvement Project Manager
Washington County

Facilities and Parks Services' Capital Projects Team is seeking an experienced Project Manager to help advance Washington County's strategic goals and serve our diverse community. The successful candidate will have the opportunity to manage a wide variety of facilities projects to add to their professional portfolio, including small renovations of existing space, largescale HVAC upgrades and high-profile multi-million-dollar new builds.  

This position is part of a five-person team working under the general direction of the Senior Capital Project Manager and will focus on large HVAC installations, security upgrades and electrical and plumbing rehabs. The incumbent will manage assigned facility capital improvement projects from point of client conception through project completion. Specific duties include:

  • Develop plans, schedules, and cost estimates for capital improvement projects following established County technical design standards using Procore Construction Management Software and Revit.
  • Prepare requests for proposals and lead the consultant/construction management selection process.
  • Plan, schedule, and direct the work of consultant teams in architecture, engineering, construction, and related services.
  • Prepare and maintain all project budgets by monitoring and controlling expenditures.
  • Review, reconcile, and approve invoices for payment according to contract terms and conditions.
  • Liaise between internal clients, county administrators, and external contractors to facilitate formal review of design documents and specifications.
  • Reviews and approves site plans, design drawings, and construction plans prepared by consultants.
  • Resolve project problems and interpret contract language to consultants, contractors, and other departments
  • Visit work sites and inspect projects to ensure compliance with specifications and standards.
  • Provide expertise in a professional field of civil engineering, architecture, electrical or mechanical engineering.
  • Arrange for receipt, storage, disposal, movement, and accountability of project-related materials, equipment, and furniture, according to County purchasing guidelines.
  • Successfully manage competing priorities of ongoing and new projects, as well as conduct research and gather information.
  • Prepare and present informational agenda items to County administration and Board of County Commissioners.
  • Collaborate closely with both Facilities Operations and Information & Technology Services staff early and often to ensure seamless project hand-off.
  • Manage warranty and project close-out process to properly conclude each project.

JOB SUMMARY

Construction Project Manager with experience in building systems design and construction, with an emphasis on Architectural and interior finish projects. Responsible for coordinating all phases of construction projects and facility modifications, from establishing design concepts through construction administration. The Facilities Project Manager coordinates specialized and critical components of projects, including inspections, testing, commissioning, and project closeout. Acts independently, receiving guidance in each crucial phase of the project. Demonstrates sound judgment in selecting methods and techniques for obtaining solutions.

Project work includes architectural repairs and renovations, structural repairs, door and hardware replacements, associated electrical, plumbing and HVAC, hazardous materials abatement oversight, pest management/eradication projects as well as other projects as assigned. Includes replacement of interior finishes and millwork such as: carpet, VCT and vinyl flooring, hardwood floor refinishing, window and wall coverings, classroom seating, shelving, cabinets, etc.

APPOINTMENT INFORMATION

Budgeted Salary: $105,000 - $120,000/year. Salary commensurate with skills, qualifications and experience.

REQUIRED QUALIFICATIONS

• Bachelor's degree in related area and/or equivalent experience/training.

• Thorough working knowledge of building and construction practices, design, construction contract administration and California Building Codes, including a full understanding of industry standards.

• Ability to administer a construction contract through all phases of construction including contract document assembly, budgetary estimating, obtaining approvals, bidding, addendums, contract award, submittals, scheduling, progress/status meetings, contract compliance, change order negotiations, commissioning, punchlist, contract closeout, and enforcement of warranty period.

• Comprehensive project management skills, including skills to manage complex projects. Minimum six years progressively responsible experience in construction project management.

• Proven skills in problem recognition/avoidance/resolution.

• Organizational and analytical skills, including the ability to provide quality control. Detail-oriented to accurately proof contracts, plans, specifications, and other documents.

• Comprehensive written, verbal and interpersonal communications skills including a high level of political acumen.

• Proven ability to manage contractors and consultants, while maintaining compliance with the agreed-upon scope of work and budget.

• Knowledge of and ability to use computer software including Windows, MS Excel, MS Word, Adobe Acrobat, Bluebeam, and AutoCAD.

• Demonstrated understanding of technical staffing and workload issues across all crafts sufficient to accurately estimate, plan and schedule projects.

• Work experience requiring excellent interpersonal, public relations, team and consensus building, facilitation, and public speaking skills, with the ability to clearly communicate technical information to lay persons.

In addition, this position requires a bachelor’s degree in architecture, engineering, construction management or related field. A minimum of eight to ten years of progressively responsible management and supervisory experience in the area of project management, planning of capital and facilities renewal work and budgeting is required, as is management experience in a higher education or institutional setting with a demonstrated customer service-oriented attitude.

The hiring pay scale for this position is $129,724 to $171,892.
