The Residence Education and Housing Services Associate Director for Residence Hall Facilities is a leader within the department of Residence Education and Housing Services (REHS) in the Division of Residential and Hospitality Services (RHS) at Michigan State University (MSU).  The Associate Director is expected to execute the duties of the office required to the best of their ability while maintaining the highest ethical standards.

The Associate Director for Facilities basic function is to manage the financial, personnel, equipment and operational activities of the residence halls and full neighborhoods within Residence Education and Housing services. This includes participation in long-range planning and organizational long-range goals and objectives and demands the use of a diversity, equity and inclusion lens while overseeing management of multiple units and advising administrators, program planners, faculty, and other professionals on departmental services. Director of Facilities and Energy Management

Vice Chancellor for Administration and Finance (VCAF)

This position serves as chief administrator of the Facilities and Energy Management (FEM) unit. This unit centralizes FEM Information Technology, FEM Accounting and Materials Management, FEM Human Resources and Payroll, Construction Management, Engineering Services, Building Automation, Facilities Operations Center, Building Services, Grounds Maintenance, Key Control, Building Maintenance and the Cogeneration Facility. The Director of FEM reports to the VCAF.

Duties and Responsibilities:

-Develop, plan, implement and evaluate administration units reporting to FEM to ensure efficient results that coincide with the University's mission and facilities plan.

-Formulate major policies and procedures, as well as long-range and short-range plans for operating units.

-Coordinate delivery of essential customer and facility services by organizing units within FEM in an effective manner which best supports the campus in serving the students.

-Provide fiscally responsible management while serving as the fiscal officer for FEM units.

-Evaluate personnel performance and staffing needs for FEM units.

-Maintain good working relationships with represented employees. Represent management in negotiation of union contracts.

-Routinely inspect construction projects, buildings, grounds and related areas and equipment for safety, function, efficiency, quality, and compliance with codes and regulations.

-Facilitate development of an overall plan for repairs and renovations of University buildings and facilities; on existing mechanical, electrical, structural, and related systems, and recommend the appropriate priorities for repairs and renovations.

-Work closely with the State of Illinois Capital Development Board on appropriated projects.

-Work others to ensure plans and specifications on construction projects are met by contractors.

-Ensure that University facilities are maintained in a manner which provides a clean and safe environment.

-Manage campus utilities with focus on efficient use of energy resources.

-Develop, direct contingency plans for grounds & maintenance efforts under emergency conditions.

-Duties may require strenuous lifting, bending, climbing or walking, or exposure to inclement weather

-Other duties.

Minimum Qualifications:

• Bachelor's degree in Engineering, Architecture, Facilities Management, Building Construction, Business Administration, or related field.

• Minimum of seven years responsible administrative and management experience in facilities planning, design, construction and/or facilities maintenance and management.

• Minimum of five years’ experience in personnel supervision in a related field.

• Strong management skills, particularly problem-solving, decision-making, and communication skills are required.

Security sensitive (subject to pre-employment criminal background investigation)

Preferred Qualifications: Experience at an educational institution, knowledge of craft union jurisdictions, experience working in a highly unionized environment, and appropriate professional certification are all preferred.

Develops University-wide programs to educate, encourage management and supervise personnel to carry out EH&S policies and procedures in order to provide a safe and healthy environment for the university community and public.

Minimum Qualifications: Bachelor's Degree in Chemical, Environmental, Engineering or Health related field and eight (8) years of related experience; or Master's degree in an appropriate area of specialization and six (6) years of related experience.

Salary range is between $90,000 to $100,000 commensurate with relevant experience.

Manager, Facilities Maintenance
University of Central Florida

UCF Facilities Maintenance invites well qualified individuals to apply for the role of Manager, Facilities Maintenance I. Duties of this position include but are not limited to: 
 
 - Identifies and implements campus deferred maintenance projects, maintenance programs and develops owner project requirements.  Participates on strategic projects and master planning efforts at the University.  Leads and/or provides support for special projects, initiatives, and tasks as assigned.
 
- Accountable for the technical planning, organizing and coordinating the operational activities for all UCF Partnership buildings, Parking services and Elevators service.  Plans, develops policies, directs, implements and controls programs for preventative maintenance and repairs.  Coordinates with other units regarding utility operations.
 
- Organizes and implements processes and programs related to meeting building cleanliness and maintenance standards, managing all UCF Research Park and Parking services housekeeping and maintenance services. Ensures that direct reports and team have the training, equipment and supplies needed to meet building cleanliness and maintenance standards. 
 
- Provides technical data and services to other maintenance areas and University departments relative to project needs.  Analyzes job and overhead costs and changes methods and procedures as necessary to improve the department’s operational efficiency.  Evaluates condition of buildings and systems and recommends and initiates work orders.   
 
- Monitors the progress of projects toward completion as scheduled.  Takes personal ownership for major shifts of resources. Participates in the design process of facilities to assure that the University System’s needs are effectively satisfied. This position may need to work nights and weekends, and will be required to work during emergencies on campus.
 
- Initiates maintenance and repair projects funded through minor projects and infrastructure funding.  Participates in the review of plans for major and minor building projects, participates in substantial completion and final inspections of such projects. Keeps projects on schedule and within budget; provides remedial action when necessary.
 
- Determines and manages the various operating budgets relative to maintenance and housekeeping activities.  Monitors to insure that expenditures are within prescribed budgetary limits and takes corrective action to control expenditures.     
 
- Develops and implements procedures for supply and equipment requirements, requisitions and follow-up.  Develops and implements procedures for administration and supervisory tasks involved in personnel counseling, timekeeping and job records.  Responsible for the management of all regulatory compliance such as elevators maintenance, waste water,  generator testing etc. 
 
- Oversees the installation of building systems and infrastructure and makes recommendations for final acceptance of projects.  Reviews and analyzes current and future project programs.  Participates in the design process of facilities to assure that the University system's needs are effectively satisfied.
 
- Develops and implements preventative, routine, and planned maintenance projects and standards.  Sets guidelines and schedules for the maintenance of all university housing buildings.  Oversees supervision and training of all maintenance and housekeeping personnel relative to the established UCF guidelines, SOPs, MOUs and standards.

The Assistant Director of University Renovations is within the Construction Management group and is responsible for a wide range of smaller to mid-size construction projects. This is a fast-paced environment where a large volume of projects will be in varied stages of progress at any given time.  

Responsibilities

  • Oversee critical unit resources and processes while managing critical and non-critical projects;
  • Manages daily staff operations to include administrative, project management, and project inspections;
  • Have an understanding in financial management and business operational decisions, while meeting the needs of the university and individual clients effectively;
  • Assist with monitoring contractors providing construction and maintenance related services to ensure adherence to project specifications, timelines, and appropriate standards of performance are met;
  • Communicate with other administrators, personnel, and contractors to resolve any issues or conflicts and exchange information in a timely and effective manner by recommending improved methods and changes as appropriate;
  • This position must be able to negotiate equitable solutions with contractors, architects, engineers, and other stakeholders;
  • Must be able to operate a computer and other office equipment as assigned; and
  • Supervise, train, and evaluate personnel; supervise staff training; prepare evaluation reports; review and discuss staff requirements and performance with employees.

Requirements

  • This position requires extensive complex commercial construction management experience to include proficiency with project scheduling, negotiating contracts, and managing organizational and project budgets;
  • Demonstrated ability to manage balanced operational budget and finances in a highly regulated environment;
  • Above average written and oral communication skills and ability to draft project scopes and prepare bid documentation;
  • Held at least 8 years of supervisory and personnel management positions;
  • Ability to accomplish multiple tasks concurrently with minimal supervision;
  • Strong proficiency with electronic construction management software and technologies; and
  • An equivalent combination of education, training and experience in building construction “means and methods” and construction estimating required.

Preferred Hiring Standards

  • Ability to accurately interpret and communicate Critical Path Method (CPM) schedules;
  • Proficient knowledge of State of Virginia Construction and Professional Services Procurement;
  • Proficient knowledge of State of Virginia – CO-7 Construction General Terms and Conditions; and
