Atlanta Public Schools (APS) is a kindergarten through twelfth grade (K-12) school district that is run by the Atlanta Board of Education.  The system has an active enrollment of over 51,000 students attending a total of 91 schools and programs. Atlanta Public Schools consists of Neighborhood Schools, Charter Schools, Partner Schools, Single Gender Academies, and Alternative Programs.

Position Summary

Reporting to the Chief Operations Officer, the Executive Director – Facilities Services provides leadership in the coordination and management of school facilities, construction, safety, and fleet maintenance.  The incumbent prepares cost estimates and budgets for all building renovations and space allocations and complies with all local, state, and federal regulations.

The Executive Director – Facilities Services will be responsible for leading $100M per year in construction activities and will manage a maintenance & operations budget between $50M and $60M per year.

This role has six direct reports and indirectly oversees a total of 358 FTEs within the department.

The purpose of this position is to provide direction and supervision to ensure that instructional facilities are conducive to learning and are properly maintained.  The incumbent and their staff will be tasked with continuing to seek out methods that will not only improve the delivery of construction and maintenance services to the district but also deliver these services in a cost-effective and efficient manner with quality.

Essential Job Functions

  • Provides overall leadership and coordination to the District’s Facilities Planning and Real Estate functions; ensures optimal integration, synergy, and cost-efficiency in the development and implementation of operating plans, systems, and procedures.
  • Prepares management action plans, goals, and objectives that reflect the District's stated mission and goals.
  • Develops and maintains currency of a comprehensive facilities Master Plan incorporating all District facilities and real estate assets.
  • Assumes responsibility for facility master planning; advises senior and executive management on strategic and tactical facility planning, land and property acquisition and / or development, facility space use, and other matters involving the use of physical assets.
  • Ensures that the master plan remains consistent with and responsive to the District’s mission, goals and objectives, and overall strategic plan.
  • Allocates required financial and personnel resources.
  • Implements plans and programs to evaluate and improve staff productivity to maintain and meet program schedules, budget constraints, and high customer satisfaction.
  • Coordinates with APS Board, administration, and department heads, ensuring efficient and effective delivery of facilities.
  • Evaluates the organizational structure and operation of department, ensuring maximum efficiency.
  • Develops and implements training programs for staff.
  • Ensures compliance with all board, local, state, and federal policies and guidelines.
  • Directs and coordinates budget development.
  • Performs other duties as assigned by appropriate administrator.
  • Required to attend scheduled shift during regular business hours as mandated.

Minimum Qualifications

  • Bachelor’s degree in Business Administration, Architecture, Engineering, Construction Management, or related field required.
  • Master’s degree preferred.
  • 10 years’ experience in engineering, mechanical and facilities, or construction management required.  5 years in a Manager or Director of Engineering position required.
  • Broad knowledge and strong familiarity with oversight of construction and facilities expansion / management required.  Should also possess the ability to read and understand blueprints.
  • Considerable knowledge of cleaning methods and grounds operation including plant management, turf management, and landscaping.
  • Knowledge of maintenance activities such as: HVAC systems, plumbing, electrical, and structural systems.
  • Computer skills (Microsoft Word, Excel, etc.)

These are two separate positions.

Duties:

  • Provides leadership and expert guidance, advice and recommendations to the Chief Operating Officer and the Architect of the Capitol on problems and critical matters pertaining to the HOB or SOB operations and programs.
  • Exercises direct management, administrative and program oversight for the operations of electrical, elevator, subway, air conditioning, painting, inventory management, sheet metal, plumbing and pipefitting, wood crafting, masonry, engineering, utilities management, building operations, labor and custodial services, energy conservation, life safety programs and systems, capital construction, renovation programs and preventive maintenance programs.
  • Reviews and approves multiyear and longer-range work plans developed by the managers and supervisors of subordinate organizational units and manages the overall work to enhance achievement of HOB or SOB goals and objectives.
  • Serves as principal liaison between the Architect, the Chief Operating Officer, the House Committe on House Administration or the Senate Committee on Rules and Administration, Committee Chairs, and other Members or Senators to consider and act on unusual service requests. Meets with Senators, their staff and other building occupants affected by construction, remodeling, renovation, relocation projects, temporary services discontinuation, or other inconveniences.
  • Serves as a senior engineer in coordinating and integrating the planning, programming, development, oversight, scheduling, and overall management of resources for maintenance and multi-phase construction projects. Formulates a master plan to forecast the work necessary to ensure the future care of HOB or SOB facilities.
  • Develops a five-year strategic operations plan that includes a comprehensive mission statement covering the major functions and operations.
  • Directs the preparation of annual budget requests and end-of-fiscal-year reports. Appears with the Architect and other staff members before the Senate Committee on Appropriations to testify in justification of such estimates.
  • Brings about strategic change, both within and outside the organization, to meet organizational goals. Provides an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. Manages human, financial and information resources strategically. Builds coalitions internally and with other organizations and stakeholders to achieve common goals.
  • Manages and technically directs contract administration activities relevant to the HOB or SOB.

Qualifications

    PTQ 1: Facilities Management Services: Demonstrated leadership and managerial level experience delivering facilities management      services with a workforce comprised of variety of skills and trades including the operation of air conditioning, electrical, elevator,              Fire/electronics, masonry, painting and refinishing, plumbing, sheet metal, mechanical, and landscaping design and maintenance.

    PTQ 2: Facilities Operation Programs: Comprehensive knowledge of, and demonstrated skill in, formulating and executing facilities  p  operation programs of complex of large buildings or monumental facilities to include budget development, strategic and project                planning, and execution.

Education

     Bachelor’s Degree in Architecture or Engineering from an accredited college or university; Advanced degree preferred.

Position Summary 

The Chief Engineer is responsible for the safe, reliable and compliant 24 hour operation of the Wellesley College Central Utility Plant (Steam, chilled water, co-generation/peaker plant configuration and associated equipment). The power plant is also responsible for the underground infrastructure leaving the plant until it enters the various building (Reference as the demark point).

The plant facilities include, but are not limited to, the boiler plant with three high pressure dual fueled boilers (2 – Zurn, 1 – Nebraska: all 40,000 lbs/hr, chiller plant (Trane chillers - combination of steam absorbents & centrifugal electrical units, campus wide emergency generators and all related machinery.

The Chief Engineer will be working closely with the Lead Engineer to properly assign Operations Engineers, Stationary Firemen, Engine Mechanics and other trades personnel to work projects, such as the annual inspections of the boilers and mechanical equipment for proper operation and needed repairs. All work assignments need to be captured in the facilities department work order system.

Manage a portion of the operating budget dedicated to the operation of the power plant, including oversight of minor and major maintenance projects at the plant and development of fuel procurement strategies.

This position reports to the Director of Operations, and work as part of the Operations Leadership Management Team.  Primary responsibility: Prepare and file lengthy and detailed reports associated with the operation of the plant in compliance with regulatory requirements (working with the Director of Environmental Health and Safety).  Provide primary point of data collection on energy use and management for the College. 

Positions Responsibility:

  • Safe and legal operation and management of the Central Utility Plant, to include scheduling and training of personnel, their work plans, and compliance initiatives.
  • Gather, trend, and report all relevant utility operation and energy use data for optimization of the plant, informing purchasing decisions, and assisting in planning for appropriate budgets.
  • Oversee and coordinate all contracted maintenance in the plant.
  • Participate as an active member of the Operations Leadership Team. Engage other department managers in coordinated initiatives across campus that improve reliability, enhance overall utility performance, or further campus sustainability efforts.
  • Oversee other trades personnel involved in work in the plant or distribution system.
  • Develop and submit (with consultants as appropriate) all required regulatory and compliance documentation for the safe and legal operation of the Central Utility Plant.

Supervisory Responsibilities:

  • The Chief Engineer will supervise a total of eight unionized personnel consisting of (1) Group Leader (Engine Mechanic), (4) Watch Engineers, (1) Relief Watch Engineer/Mechanic and (2) Engine Mechanics.

Basic Qualifications:

  • Second Class Operator’s license or higher.
  • Engineering degree or equivalent expertise gained through extensive experience. 
  • Minimum 10 years of experience in utility grade plant operation required.
