Chief Operations Officer
Cleveland Public Library

Position Summary

Reports to:  Executive Director

Direct Reports:  Director of Facilities, (2) Capital Projects Managers, Occupational Health & Safety Officer, Operations Project Coordinator, Shipping Manager

Essential Duties and Responsibilities

  • The design, implementation, and evaluation of the strategic and annual work plans, programs, and services for capital projects, building maintenance, and property management.
  • The implementation of the facilities master plan including outreach to the community; directing architects and contractors; and collaborating on design in library branches. 
  • The leadership and oversight of all facilities master plan, capital projects, and property maintenance. 
  • Oversight of real estate acquisition, consolidation, and sale.
  • The design, implementation, and evaluation of the strategic and annual plans for other functional areas, including shipping and materials handling and custodial services.
  • The preparation and management of the annual budget for functional area, facilities master plan, and capital improvements. 
  • Collaborating, coordinating, and communicating with external and internal partners.
  • Directing the day-to-day activities, supervising staff, and establishing policies of a specified functional area.

Requirements

Required:

  • Eight years of executive leadership experience in property and facilities management, capital improvements, and construction management. 
  • Experience managing staff and budgets.
  • Leading a mid-sized organization or business unit.
  • Experience working with all levels within an organization.
  • Experience modifying and adapting existing programs, services, policies, and processes.
  • Experience working with community leaders and other community stakeholders.
  • Experience managing budgets, resources, and people. 
  • Bachelor’s degree.

Preferred:

  • Experience in safety and security strongly preferred.
  • Experience working with boards of directors / trustees.
  • Experience in public library, public-sector, and a union environment.
  • Experience using construction management software.
  • Master’s degree.

 

The Capital Program

  • In 2017, the voters of the Library’s taxing authority, approved an increase of 2.0 mills, a total of 7.8 mills, for a continuing period of time with the increase commencing in collection year 2019 for the operation and improvement of the Cleveland Public Library.
  • The levy will help secure the Library’s future, and paves the way for a major capital project that will revitalize most of our neighborhood branch libraries.
  • The Master Plan provides options for the renovation or relocation of all of the Library’s buildings over the next decade.
  • The proceeds of the $62 million dollar bond issue, authorized in June 2019, must be spent down within three to five years in order to preserve the tax-exempt status of the bond proceeds.
