Grounds Operations Manager
University of Massachusetts Lowell

The Grounds Operations Manager is responsible for the overall appearance and care of 175 acres of urban University grounds.  This care covers lawn spaces, landscaping, tree maintenance, turf maintenance, recreational and intercollegiate field preparation, and campus infrastructure such as roads, sidewalks, parking lots and parking garage maintenance.  They will be responsible for managing, coordinating, directing, and supervising a Grounds Staff of 10; managing the financial budget for the grounds department; and instruction and training of employees in equipment usage and safety.  The position also conducts studies and makes recommendations regarding new grounds equipment and operational procedures.   This position also has lead oversight of the University after-hours and regular hours snow removal and inclement weather response, and motor pool operations for 80+ vehicles and 15 pieces of department equipment. The Grounds Operations Manager is also an active participant in key university activities such as commencement and opening of school.

 

Minimum Qualifications (Required):

  • Associates degree in turf management, horticulture or landscape architecture or directly related field and a minimum of seven years of successful supervisory experience with grounds maintenance, athletic facilities care and winter weather operations. Or:
  • Associates degree and a minimum of ten years of successful supervisory experience with grounds maintenance, athletic facilities care and winter weather operations. Or:
  • Technical training and a minimum of twelve years of successful supervisory experience with grounds maintenance, athletic facilities care and winter weather operations.
  • Demonstrated thorough knowledge of lawns, plant materials, athletic turf (natural & synthetic), irrigation systems and general landscape and grounds maintenance work scheduling
  • Valid Massachusetts Pest control license is required.
  • Demonstrated experience of vehicle fleet management operations and development of preventative maintenance programs for grounds and snow equipment.
  • Possession of a valid state driver’s license.
  • Ability to establish and maintain productive relationships and communications with campus community and local government officials.
  • Working knowledge of OSHA and ADA Regulations.
  • Must serve in emergency after-hour and recall situations as needed.
  • Demonstrated strong commitment to customer service

 

Additional Considerations:

  • Bachelor’s degree - advanced degrees and continuing education in landscape design or related field a plus
  • Demonstrated working knowledge of the common maintenance methods of roads, curbs, sidewalks, parking lots, parking garages.
  • Experience in urban landscaping and/or an institutional setting.
  • Demonstrated proficiency with a work order/ PM.
  • Current CDL license for heavy equipment operation.
  • Working knowledge of Massachusetts Building Codes.
  • Management of staff in a union environment.

Bath Electric, Gas and Water Systems (BEGWS) is the municipal utility department of the Village of Bath (1). BEGWS is responsible for the operation and maintenance of the Village-owned electric, gas, water and sewer utilities

The Village of Bath Municipal Utility Commission is responsible for the overall management of BEGWS. The Director of Municipal Utilities is responsible for the day-to- day management and oversight of BEGWS. The Assistant Director of Municipal Utilities assists and supports the Director in the day-to-day management and oversight.

 

 

DISTINGUISHING FEATURES OF THE CLASS:

 

Highly responsible professional, technical, and administrative work assisting with directing the overall operation of BEGWS. The Assistant Director assists and supports the Director in supervising staff, managing professional and construction contracts, and overseeing employees, consultant(s) and/or contractor(s) providing services associated with the planning, design, construction, operation, and maintenance of the electric, gas, water and sewer utilities. The Assistant Director assists in developing long range plans, developing policies and procedures, managing utility programs, preparing, implementing, and overseeing the BEGWS budget. The Assistant Director is responsible for assisting the Director in monitoring the financial performance of BEGWS to ensure that rates and charges are adequate to recover the costs of each utility while maintaining competitive rates. The Assistant Director assists the Director in evaluating documents, reports, etc. on utility matters and reporting to the Village of Bath Municipal Utility Commission, and the Village of Bath Mayor and Board of Trustees as required.

 

The work is performed under the general oversight of the Director, with broad leeway for the exercise of independent judgement in the application of laws, regulations, policies and procedures for specific tasks and assignments.

 

 

ESSENTIAL JOB FUNCTIONS:

 

  • Assists in the planning, directing, coordinating, and administering of activities and personnel of BEGWS in accordance with applicable laws, regulations, policies and procedures.
  • Assists with the planning and development of long/short range financing and capital improvement programs; assists with overseeing and leading the development and implementation of goals, objectives, policies, and procedures for utility activities and programs.
  • Assists with the preparation and implementation of the BEGWS budget and long- range capital plans. Ensure operations are maintained within the approved budgeted.
  • Assists in the review and approval of contracts, progress payments, purchase orders, and accounts payable invoices.
  • Assists with managing the development of goals and objectives, policies and procedures for utility activities and programs.
  • Assists with managing the development, implementation and monitoring of strategies to maintain and enforce production, safety and work standards and to improve system reliability.
  • Ensures employees have the necessary training and equipment to safely perform assigned duties.
  • As needed, represents BEGWS at Village Board Meetings and committees concerning utility issues.
  • As needed, makes presentations to elected/appointed officials, department heads, staff/public/private agencies/groups regarding utility issues, programs and projects.
  • Assists in preparing rates studies, submitting to the NYS Public Service Commission (for the electric and gas utilities) and/or the Village Board (for the water and sewer utilities), and responding to interrogatory requests and answering questions accordingly.
  • Assists with implementing rates and charges, including field adjustments, that are sufficient to fully fund the utility’s operation and maintenance expenses including supply, paying debt service, and funding the utility capital programs while maintaining satisfactory debt service coverage.
  • Responsible for maintaining rates that are competitive and fairly distribute costs among BEGWS utility customers in the Village of Bath and nearby areas in the Town of Bath.
  • Assists in reviewing developer’s agreements permits, and engineering plans.
  • Assists with reviewing and approving drawings and specifications for all system replacements, additions, etc.
  • Assists in reviewing and controlling BEGWS inventory, warehousing and purchasing.

 

KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

 

  • Ability to visualize, develop, plan, organize and direct improvements, extensions, operations and maintenance of the electric, gas, water and sewer utilities.
  • Ability to develop long term plans and strategies to evaluate work accomplishments; prepare highly technical reports and train, develop, organize and supervise personnel/staff/employees.
  • Ability to communicate effectively both verbally and in writing; work effectively with elected/appointment officials, department heads, representatives of other agencies, other utilities, other Village employees and the general public.
  • Knowledge and experience in business and strategic management, finance, accounting, and engineering principles and practices governing the operations of utility systems.

 

 

MINIMUM QUALIFICATIONS:

  1. Graduation from a regionally accredited or New York State registered four year college or university with a Bachelor of Science or Bachelor of Arts Degree AND five (5) years of experience in finance, accounting, engineering, utility systems operations, business and strategic management, labor relations, or related field.
